Try refreshing/reloading your web window. The window will not automatically reload when you click Create Next Regular Payroll.
To reload your page, you can click the icon on your web browser toolbar, or hit F5 on your keyboard.

If you have done that, and the status is still Creating consider the following:
- how many employees do I have?
- how many payroll instructions does my organization have set to default?
Note that for larger organizations, there are more cells to be created. So do not panic if the status has not changed after the first time you have reloaded your web window.
